I Doubt It!
So, this is episode #7 on the animation paper (although the ADV release had it as #5) as Dr. Wily and his robots launch an attack on an underwater mining operation. Mega Man comes to the rescue and Dr. Light gets a new lab that turns on him. How does this episode fare? Let's rant on shall we...?!
20,000 Leaks Under The Sea is written by the late Martin Pasko (passed away in 2020) and was directed by Katsumi Minoguchi.
We begin this episode near a shore line at an oil rig as a seagull flies northeast during the pan shot to the oil refinery headquarter called Peister. We head into a computer room as I discover that this is a mining operation and not an oil drilling operation as a robot is informing a brown haired man in a purple suit who appears to be Eugene Peister, the head of the operation. Eugene Peister sounds like someone obessed with stripping resources to find Tricronium Ore, so he clearly sounds like the heel here. Cut to the oil rig and under water as we see various robot miners mining for ore and other rocks. The robots look like orange/red winged robots with hard hats. Basically, it's showing the How It's Made version of mining for ore and putting it on a boat. The animation is perfectly acceptable here as we head underwater near a coral reef and here comes Wily Machine RS, which according to sources is actually called the Skullker. What a dumb name?! Dr. Wily is obviously in the Skullker with Proto Man as Cut Man, Guts Man, and the debuts of Dive Man (DIVE! DIVE! AROOGA! AROOOOGA!) and Wave Man. Outside of the Americanized face, Dive Man pretty much looks like Dive Man and Wave Man looks like Wave Man with some color changes. Hilariously, the animation of Wave Man looks like he is being carrying along the water instead of swimming. Dr. Wily cuts a promo that I don't understand 80% of what he is saying as then Wily gets on the transmitter and orders Dive Man to attack. Dive Man uses Dive Missile to blow open the underwater mining building as Skullker uses the laser to do more damage. Place gets flooded as the robot miners all get handed guns with the robot alarm system on. Considering that the robots can go underwater without breathing, flooding the place seems just because on Dr. Wily's part. Fire fight ensues with Dive Man getting most of the kills and I'm not understating this: Dive Man is killing his own kind. Robot Miner cannot stop the flood like no one can stop the count; so the computer man in the computer room has to alert Eugene that there are intruders. Sadly, the robot cannot show the intruders on the monitor yet.
Firefight continues on with the heels clearly winning this one. Cut Man uses the Rolling Cutter to split a mining truck in half as we jump cut to Dr. Wily looking on. Dr. Wily is loving life as Cut Man splits more mining trucks in half. Dr. Wily proclaims that the plan is working perfectly as Proto Man gives the white power signal and says "Works for me!". Oh, crap! Jump cut back to Eugene and his robot finally finding Cut Man and Skullker a good two minutes too late as Eugune takes a microphone and proclaims that only Rock and Dr. Light can save the day now. Scene change to Dr. Light's residence and they are actually much closer to a city than I expected judging by the background. Head inside as Rock and Roll are teaching Rush a new dog trick because of course they are. Which is to turn into Rush Skateboard. Yawn, whatever. Like, what is the difference between it and Rush Jet?! Roll gives Rush an energy biscuit for Rush's transformation as Dr. Light comes in wondering along with Eddie (the green version of course) and this gives Rush the distraction he needs. Rush jumps in, grabs the box and swallows the whole box of energy biscuits because Rush is a "Naughty Dog". Wink! Wink! Nudge! Nudge! Roll blows Rush off as even Rock finds some humor in this. Then the computer alert system flares up as Dr. Light and Rock notice Eugene Peister pleading and begging for help; because Dr. Wily is on the loose and only Rock can stop that scientist with cluster B traits. They show footage of Dive Man using a whirlpool laser to kill robots despite the original game using a harpoon and Water Wave shooting columns of water. Sigh. Rush changes to Rush Jet, Rock gets on him and they fly away into the city. Scene change to the mining rig as Rock and Rush arrive and it's dive time. Rock and Rush dive into the water and Rush changes into a sort of Rush Marine without the glass dome. Ooookkkkaaayyyy. Rock cannot find Dr. Wily on his scanner, as Rock actually confirms the Wily Machine RS to be the Skullker in this episode! Pan over to the fire fight as Cut Man continues to be a badass slicing mining trucks in half.
Guts Man does the most violent version of the Dumptruck Screw Punch of Death as this causes the robot's head to go into his body. That is a fatality if I ever saw one. More kills from Dive Man, although they had to use smoke effects to cover up the violence. Yup, this firefight surpassed the limits of BS&P taste at this point. Wave Man blows robots away and Guts Man throws a net on three of them. Wait, what?! Are we watching TMNT in the UK again?! Never mind, here comes Rock and Rush to kick ass and take Cut Man's name...AGAIN! Dive Man shoots missiles, Rock counters and destroys all three of them. Guts Man tries the net on Rock, but Rock dodges and shoots Guts Man in the chest and Guts Man falls into a clam shell and the clam imprisons Guts. Guts pushes out with ease as Rush bites Wave Man in the arm. Wait, shouldn't it be the leg and more importantly, shouldn't it be Guts Man since that is Rush's gimmick?! Don't really care either way, it's a nice change from the usual, so kudos to Martin for that at least. Wave Man shoots water cyclones in Rush's face to counter that as Rush is confused. Wave Man goes for the harpoon; but Rock shoots him to counter. A fish rolls by for fun as Dr. Light watches on from a monitor to tell Rock the obvious, and the only reason for this was to make sure Roll and Eddie hear this. Roll and Eddie head on the WRJS from Electric Nightmare and hurry off to back up Rock. Jump cut to Skullker driving around the mining building underwater and orders the Robot Masters to destroy him like a psychopathic Shredder mixed with Baxter Stockman. Dr. Wily pushes a blue button and out comes a wooden box. Oooookkkkkaaaayyy. More dodging as Cut Man calls Rock fish bait, in the lamest promo ever; but it turns out that Cut Man cut the wooden box and it was an intentional miss just to make Rock look like a blue dweeb. Oh wait... Out comes KUDOBOTS, which are basically the piranha fish from Mega Man 6, only lamer. Apparently, the box has TARDIS powers as well since the box could only hold six of them at most, yet at least 18 of them come out. Yikes! Rock shoots and kills about half of them.
Rock bails and goes under Guts Man's legs and Guts Man just stands there doing absolutely nothing. What an idiot?! Remember what I said about Cut Man being incompentent and Dr. Wily sharing the trait?! Yeah, Guts Man's arm gets sliced off. Remember kids, it's the blood coming out of dismemberment that they censor, not the dismemberment itself...unless it's to the head and you are not Disney. Guts Man then gets panicky and puts the arm back on. More Rock shooting and killing robot fish, reducing their numbers to three. In comes Rush Jet Ski and shatters the remaining fish before Rock has a chance to bail or kill. I don't know which, but whatever. Rock declares the fish chowder, so Dive Man backs him up like the blue dweeb that he is. Oh wait...Rock is pissed off at this and here comes the purple squid which is a squid and not a sextopus like in It Came From Beneath The SeaDuck. Well, Martin was a comic book writer in the same vein as Don Rosa, so I'm not surprised. The squid smashes some mining trucks and then forces Wave Man and Rush to flee while using the tentacles to wrap up Dive Man and Rock. Rock's body is overselling the move, while the voice actor acts like he read this line while no selling the fact that Rock is in pain! Janna Michael's selling of Molly merely getting her ankle wrapped up was far better than this. Dive Man gets thrown asunder right into Guts Man who was throwing a net and they crash on top of another mining cart. Then we get a really stupid logic break and really the first logic break of the episode: Dive Man shoots his Dive Missile and it hits the tentacle of the squid and of course, because of BS&P they cannot show any damage despite the fact that they could just have the missile bounce off the tentacle, squid oversells it selling pain and Rock gets free. Yes, what I suggested is really stupid, but what they chose was even more so. Rock swims in; grabs the Dive Missile and he throws it at Guts Man and Dive Man; destroying the mine cart. The squid just leaves as a school of fish pass by while Rock blows off the squid for lack of gratitude. Speak for yourself, you blue dweeb!
Cut Man swims in to get the net off of Dive and Guts, but Rock cuts him off, but his Mega Buster is running low on power anyway. Someone suggested Cut Man should have joined in a lot sooner, but looking at this now; it wouldn't have mattered since Rock is low on power. Considering how over-powered Rock is, Cut Man was smart here. Of course, fans will boo this because (1.) Cut Man is a heel and (2.) CUT MAN IS INCOMPENTENT~! Rock and Rush find a giant coral reef because destroying the enivornment is cool, amirte?! Rock grabs the reef after Rush digs the roots out; Rock turns upside down and slams it into a coral prison on Cut Man. Somehow, Cut Man cannot do anything but grunt after this as in comes Roll and Eddie on the jet ski rocket. Of course, Roll and Eddie conveniently forget that their ride is not water proof. Ooops! Back to Cut Man blowing off Rock for thinking that he can be contained in a puny prison. Cut Man cuts through the coral bars with ease just as the jet ski of Roll bonks into Rock and Rush. Rock and Rush get tangled up into some weeds; and hilariously they tease Rock suffucating from the vines despite the fact that they are IN WATER~! The ultimate in suffucation! STUPID! Rock is out, Rush is struggling, Roll is swimming slowly pleading for Rock, Eddie does nothing as Cut Man swims and is all serious about it. Again, Eddie is not suited for combat like Roll is, so this made sense for Eddie not to get involved. Besides, Eddie had to hit Proto Man from behind in Mega-Pinocchio in order to rescue Rock anyway. Rush is panicky as Cut Man stalks Rock, Rock closes his eyes to end the segment nine and a half minutes in. Martin's writing is perfectly okay, but anyone expecting the Don Rosa work in TaleSpin to mirror this was fooling themselves.
After the commercial break; we get another logic break as Rock and Rush have no more vines around their bodies. WHAT?! More fish swim in the background as Cut Man is stalking them with the Rolling Cutter and Rock then just stands there with her head in her hands wondering what to do. WHAT THE HELL?! Roll is the same woman who killed Fire Man and Elec Man in the first episode for crying out loud; and now she's acting like a hapless victim. SCREW YOU SHOW~! I wondered when the cliff was coming in this episode, and I have found it. Roll bails to find Eddie and Eddie wakes up. Yes, Eddie was knocked out in the previous act, so he wouldn't have been able to do anything even if the critics were claiming that it was poor writing. My point on Eddie still stands though. Roll wants Eddie to pop the top as the vines are back on Rush; but not on Rock on the closeup. The animation has been solid until now actually. Eddie shoots energy can at Rock as Cut Man finally calls him a blue dweeb and it's still not as funny as Dr. Wily insulting Rock like that. Rush somehow is free and now tackles Cut Man down, so Cut Man got set up. I told you Rush was a "Naughty Dog". Rock drinks up as he needs two cans instead of one despite Energy Tanks in the game refill your health completely. So, these are half tanks now?! Oooookkkkkaaaayyy. Cut Man is fighting with Rush as Rock joins in and the fire fight continues. Cut Man says: I'll slice you into silicon. That is truth in advertising and it's sad that Rock will never be made into a Super Nintendo Entertainment System, because that would be hilarious. Rock blows Cut Man off and does the Astro Boy 1980's spin-o-rama to send Cut Man flying. It's less effective in water and Astro Boy's techinque is never going to be matched. You tried Rock, you failed. Cut Man goes flying as I realize: How did Rock do this without triggering a WEAPON GET sequence~?! Great, now that logic is beyond wonky at this point.
Cut Man goes over a giant boulder, hits it, falls behind the rock, then the boulder rolls and crushes Cut Man's scissors on top of his head. This is actually brilliant because Guts Power/Super Arm is Cut Man's weakness. Cut Man is pissed off so much that for the second time in this season alone; he yells "I'm going to make paper dolls out of you!" Rock is not made of paper, or rocks actually. Even if it seems he has a bunch of rocks in his head. Cut Man fires his Rolling Cutter, Rock dodges and basically cuts the line I put in the caption for this rant. Rock shoot Cut Man, thrice and the third shot only is shown. Wait, what happened to the first two?! The third shot hits the rock barrier, Cut Man goes flying and lands on a mining truck and the mining truck drives away stage left. A fitting end for Cut Man after all the mining trucks he destroyed in the first act. It smashes off-screen as Roll and Rush join Rock and that is that. Oh wait, it's not. Oh come on, Martin! We are almost halfway through this episode and 95% of it has been one non-ending fire fight. Thankfully, this ends quickly as Rock shoots three shots and all three shots nail Guts Man, Wave Man and Dive Man in the chest; they go flying into their own mining truck. Somehow, Guts Man's leg hits the brake and the mining truck goes swimming away stage left into the mine, collides into Cut Man, goes into the bottomless pit of doom and that is officially that as Rock wipes his arm clean of this mess. Rock claims that this is the last we will see of them for a while. I doubt it and yeah, I'll bet! Scene change to an area at the Peister Building as Eugene Peister is addressing the press and other while Rock, Roll, Rush, and Dr. Light stand. Eugene is so happy for the saving of his precious mine; that there is something in the covers near the shoreline. It is opened to reveal a new lab for Dr. Light. You know, I would rather just take the thank you and move on than anything else; but Dr. Light cannot look a gift horse in the mouth, so why not accept the death trap...ERRRR...I mean, lab. Wanna bet Eugene Peister is a heel working for Wily; or does it hit too close to Sundowner to be real? Let's watch on and see. Eugene gives him the loudest key ever.
Then we scene change to the actual lab which looks really cool, so Eugene does have excellent tastes. Also, it just occured me; It looks like Astro Boy's resident in the 1980's version of Astro Boy now that I think about it. The green robot with the weird face also doubles as the chaffeur as it is carrying the babyfaces bags while Dr. Light is so awed by this ABR home. Rock is given the honors of opening the door and Rock has the key; but he looks stern. Dr. Light thinks Rock has been spotting something wrong right away. Rock opens the door and turns the lights on as he explains that his emotions think this is way too good to be true. I mean, the previous lab he was in was excellent, so what's the point of having a new lab? Occam's Razor suggests that well, maybe Dr. Light can use this lab as a secondary one in case the first one suffers damage like the Big Shake episode earlier this season. There is no evidence to suggest Eugene is anything more than a CEOHole at this point. Even Martin seems to not think of Eugene as this. The babyfaces wonder for like thirty seconds with supplies and stuff to last until the end of their days. The chaffeur backs off and the door is closed, but it's locked this time as prison bars get onto the windows and a familiar voice mocks them in response. Yup, this is a death trap by Dr. Wily. Dr. Light tries the controls; but they are all fake and all the food is fake via holographic illusions. Rock and Roll want to blast out and then we get a hilarious logic break: A laser flasher comes out and flashes Dr. Light and this causes Dr. Light to be knocked out instantly. Roll is standing in the purple light with Rush and they get electucted and they get knocked out. Wait, shouldn't Dr. Light get the same treatment. Rock is away from them, so he's unaffected despite being dangerously close to the beam. Then there is one legit monitor as Eugene is on the transmitter teasing that he's turning heel, and then suddenly...Wait, Eugene doesn't exist either because Eugene is really Dr. Wily in a disguise. Apparently, Dr. Wily kidnapped Eugene inbetween the ceremory and the firefight; which would make sense, but HOW? Oh wait, because of the no kill rule.
They do show Eugene in a prison surrounded by beams to prove that he's alive; but still it doesn't explain how Dr. Wily got away with the kidnapping without anyone noticing. This is so stupid and in between Dr. Wily's promo; somehow Rock is shown knocked out in between shots of Rock not being knocked out. This episode is falling fast. Also, it's BEFORE HAPPY HOUR (Sunset) as we discover that the lab has four legs like a Transformer and the lab walks towards the water as Dr. Wily's plan was to kill them underwater and the end of the segment at 15 minutes in shows the background water orange with blue/white waves in the foreground. The pacing is all over the place and the logic breaks are mounting up after a really good start. The whole trapping of the babyfaces also came really way too quickly and the no-kill rule really shows as they have to somehow keep Eugene alive without explaining how this makes any sense. This is one time where killing someone off-screen would have been better, because now it only creates another angle that is likely reached a dead end. Again, we'll see where this goes. Still, Rush's promo on the eyecatcher will never cease to be funny.
After the commercial break; we return to the cliff as the water is better animated this time. The LAB ON LEGS slides into the water as Dr. Wily is loving life so much that he decides to answer Rock's question as to why he is doing this to begin with. Apparently, "I'm just want you dead because I hate your guts" isn't enough for BS&P; so here is Dr. Wily's motive: Dr. Wily made an earth-shattering discovery. Yeah, I'll bet! I was right, it's because the Tricronuim Ore is super now and he wants to create robots that are indestructable. Or gods. Same thing basically. Skullker and LAB ON LEGS dives onto the seabed underwater as the place is called a mining colony. Not a good look as the Skullker and robots are shooting at each other. Blues and Guts Man come out as Blues shoots the ground to do the Team Rocket trap and than Guts Man covers it with a net. Wait, shouldn't the lasers the robots used destroy the net? UGH! How did Martin go from sugar to crap from the 12th minute onwards?! It's amazing. Dive Man and Wave Man come out as Dive Man uses the Dive Missile to trap two miners running into the mine with rocks. Okay, that's fine. The red anchor is different from the game and placed differently on Dive Man's body. Probably due to cultural differences. Keep in mind that in the games, Dive Man is a Cossack robot master, not a Wily robot master. Wave Man whirlwaters the mining building into flooding the entire place now. What is the point of this senseless destruction?! Anyhow, Dive Man and Guts Man use their weapons almost perfectly to destroy some bedrock on Dr. Wily's command to reveal an opening to a mine shaft. More time wasting as Dr. Wily in the Skullker says goodbye to the blue dweeb for the second time in this episode and the first involving Dr. Wily. Dr. Wily calling Rock a blue dweeb will never cease to be funny. It's like Vince Russo calling people a honk yakker. Dr. Wily finally signs off and it turns out Rock was faking the whole "I'm almost dead" thing as Dr. Light has somehow recovered as Rock explains that it's a Electric-Neturalizing beam, so of course it wouldn't knock anyone out. Sap them of power, yes; kill, of course not.
The BEAM OF DOOM notices Rock is faking it and we get a lot of dodging between the beam and Rock for a while as Rock gets on top the laser cannon like a horse and ponders how to shut this thing off. Rock opens the panel to reverse the polarity of the beam, which sounds stupid until you realize that this is the signal for the WEAPON GET sequence~! Rock proclaims that he is going to do precision work which also made me laugh. Rock uses the smallest laser beam ever to short circuit the cannon to render it as a harmless flashlight and all the other babyfaces get up and return to normal strength. Of course! Rock jumps down, shoots the buster into the wall which causes damage, but since it's reinforced alloy it cannot pierce through. Yeah, this is a problem as Rock ponders over what to do as Roll is looking out the prison bars and screams that the purple squid is back! Of course! Roll suggests getting help from him and Rock decides to make friends with it in order for it to show gratitude towards him. Rock goes over to a table filled with junk as Dr. Wily gives him a transmitter that looks like somehow stuck a BBQ brush inside a grey device, or something. According to Dr. Light, it can convert speech to sound waves underwater. Oooookkkkaaaayyyy. Rock is like "I'll try" and goes to the window and orders the purple squid to break them out of here. The purple squid sells it despite Rock being a total douche bag here as the purple squid goes to the back door and crushes it open with it's tentacles. Yes, Rock's blaster cannot pierce through the wall, but one tentacle can crush the door open. Oh wait, it's just the plating of the door as Rock blasts the side door panel open and then opens the door and goes out while Roll and Rush shut the down quickly to make sure no more water than there has to be gets inside. Okay, that makes total sense now. Rock swims toward the inside of the mine shaft as the Skullker is drilling for Tricronium Super Ore as Dr. Wily thinks he's won and Proto Man is like "about damn time". Of course, Blues looks to it's left and here comes Rock to make Blues sing the...ummm..blues so to speak. Blues leaves the Skullker as the two brothers taunt each other.
Then, both get water cycloned by Wave Man, so is this a babyface turn; or is Blues betrayed and still a heel?! Oh, who cares; I just want this episode to be over it as even in cartoons, water levels are not exciting at all. Blues protests this outrage as Rock says it all. Blues lets go and bumps into the wall as it's down to Rock and Wave Man as Wave is an idiot to let Rock catch his from behind with a stray shot to the back. Wave Man gets knocked down, Rock touches his arm and it's WEAPON GET TIME~! Then to make matters even dumber, somehow; Proto Man is in the Skullker again when it is shooting lasers with Guts Man and Cut Man. Wait, where's Dive Man?! Rock shoots the WATER CYCLONE OF DEATH as Guts Man calls it a tidal wave. This is stupid, but Guts Man is supposed to be a simpleton and not understand nuance like that, so it made sense. All the heels are whisked away in a whirlpool and hit the back wall harder than Proto Man did. Dive Missile ensues and Rock is forced on his ass and back on the sea bed. Good, at least this episode isn't going to have another Ring Man situation like in Mega-Pinocchio. Rock Man has used sizzling circuits at least FIVE times in this episode alone. Not as cool as Suffering Psyche~! Dive Man's voice absolutely sucks by the way as Dive Man fires more Dive Missiles, so Rock uses the WATER CYCLONE OF DEATH to reflect the missile right back at Dive Man which still misses, but the power of suggestion knocked Dive Man onto his belly. Why bother with the BS&P if robots are fair game? Rock swims in and it's WEAPON GET TIME~! Rock turns around and heads to the Skullker as Blues points out the obvious to us as Dr. Wily protests this outrage. Remember what I said about Dr. Wily's compentence levels? Why not just...RETREAT?! Which is what Dr. Wily and Skullker does as Dr. Wily wants to destroy the mine shaft using that refrain all psychopaths have said when they lose: If I can't have it, nobody can. So, he pushes the button to force the lab to self-destruct with the mine shaft, killing everybody. When Martin writes all action all the time, he's great! Outside, his writing is not good.
Even funnier, Dr. Wily somehow figured this out anyway. Either Dr. Light has physic powers or Martin is a fool. I'm guessing the later. So, the LAB ON LEGS walks towards the mine shaft as the Skullker rises to the surface and flies away as Dr. Wily has officially cut his own losses and moves on like the psychopath attempted serial killer that he is. The side door is opened on the LOL as Roll comes out on the jetski made by Dr. Light as he had diving gear on. Nice to see Dr. Light was on the ball here despite no evidence of him working on such stuff while he was a prisoner. Roll complains about Dr. Wily getting away; but Rock don't care because Dr. Wily has lost and getting away from that mine is more important. So, the babyfaces swim up to the surface as the LOL goes into the mineshaft, stops and explodes. The explosion is not as impressive as it looked and maybe the EXPLOSION PAINTING OF DEATH from Chargeman Ken would have made it more badass, who knows. Dr. Light takes off his gear and is relieved that this is all over as the babyfaces swim to shore as the water waves start clashing with the orange water in the background. We return back to the mining building docks as Eugene shakes hands with Dr. Light and thanks him for saving him from Dr. Wily's prison. Dr. Light thanks him back, but no more LOL's for a lifetime. Rock then has to end this episode at 24:00 approx by pointing out that somehow out of nowhere, Rush has robot fleas and is scratching itself so hard that he literally goes through the wooden docks. Yawn, not amused as Rush falls into the water. Most writers do this silly gag, so it's not just a Martin motif. His was somewhat classy, even if made no sense. Personally, most of the action stuff was good and the episode having about 75% of this helped the episode a lot; but the plot was thin and filled with logic holes. Call it ** 1/2 (50%), because I feel generous today.
THE REVIEW LINE
Well, this was an episode of two tales. Martin wrote a large action sequence that was both way too long and was the best part of the episode. The action sequences were perfectly fine and most of it clicked. The real stupid parts of those were the clashing BS&P notes that went from killing robots outright to basically capturing them via nets for no real reason. Cut Man was Cut Man as usual, and Wave Man and Dive Man were also good for the time they were allowed. The whole attempt to trap the babyfaces was riddled with logic holes and was completely rushed. They should have just had Eugene killed off, but the no kill rule was in effect, so the convoluted kidnapping was the best. There were times where there was no evidence of logic in some of the non-action sequences. The animation was great and the voice acting was really good, although Dive Man's voice could have been better. Overall, this was a solid episode marred by bad logic. So....
